When Calls the Heart Season 10 Episode 10 Recap
Elizabeth journals that losing Jack was painful and the thought of losing someone else, like Nathan, in the line of duty scares her.
In the lumber offices Lucas tells Elizabeth and Lee they should appeal to the governor about the Union City Holdings scheme, and they suggest Lucas give the governor a tour of the hot springs to show the effect on the water.
Nathan walks in and they learn he will be security for the governor and is to receive a medal at the ball for his duty during the standoff.
Bill finds Elizabeth at the library and tells her the land office has no record of the land he sold Madeline, and she tells him the returned library book places Madeline in Buxton.
At the mercantile Florence brings out Elizabeth's wedding dress in a big box and says she has nothing to wear to the ball, and Rosemary and Elizabeth then sneak the dress down Hope Street so Lucas will not see it.
Lucas, Lee, and Nathan meet the governor and Mr. Mitchel outside the saloon for the tour, and Lucas says they will start at the hot springs while Mr. Mitchel worries about the water level and Montague asks to join them.
At Elizabeth's house they open the box and find the wrong dress, and with no time to order another Rosemary offers to save it while Elizabeth grows somber about the wedding.
At the saloon the women decorate for the ball and Rosemary and Elizabeth bring dresses for Florence, and when Mei, Faith, and Minnie also need dresses Fiona offers to do everyone's hair on the house.
At the hot springs Mike tells Nathan and Lucas the water levels have sprung back up and wonders how Montague managed it, and Lucas takes Montague aside to ask him to be fair to Hope Valley.
Montague refuses.
At the beauty shop Faith suggests the women go to the ball as a group and Fiona hints at Mei going with Mike, and Faith says men need hints.
Bill reaches the Buxton Hotel and finds Jamie, who says he misses Hope Valley, and Madeline approaches shocked to see Bill.
With the governor alone, Mike and Nathan tell him about the Union City Holdings scheme and the governor offers support and calls the scheme criminal.
At the saloon Lucas encourages a nervous Mike to ask Mei out, and when Fiona, Faith, and Mei arrive with Mei in a new hairdo Mike hides.
Elizabeth tries on the wedding dress and does not like it, and Rosemary offers her seamstress skills as Nathan appears in the doorway and says she looks great.
Nathan also tells them the plan is working and the governor will help cancel the bad water contracts.
At the saloon Harry asks Mei to the ball and she says yes, and Mike, Fiona, and Faith are shocked when she tells them.
At home a melancholy Lee tells Rosemary he has been taking Montague's money for months while Montague plotted to steal the water, and Rosemary tells him he did not know and is doing his best now.
At the ball Mike spots Mei with Harry and looks away, and Elizabeth gives Nathan advice on public speaking before the governor presents him with the Governor's Medal of Honor.
In his office Bill turns to find Madeline in the shadows and she gives him the deed to her land, tearfully saying she does not want to hurt him.
Bill offers his support and says he can take care of Montague, and Madeline tells him Montague and the governor are in business together and should not be underestimated.
Bill explains this to Elizabeth and it becomes clear the governor cannot be trusted, and Bill asks her to tell Lucas before he warns Montague that he is trespassing.
At the ball Faith and Fiona make Harry dance with Faith while Mei gets a drink, and Fiona pushes Mike to ask Mei to dance and she agrees.
The governor meets Elizabeth, Bill, Lucas, and Montague and sides with Montague after they say the deed has been returned, and Lucas asks Bill and Elizabeth to leave so he can speak with the governor alone.
Lucas asks them to divert only half the water and says he can be their point person in Hope Valley for a fee and partner with them, and they show him the aqueduct map and shake hands on their deal.
Lucas then takes the stage at the ball and exposes the governor's destructive plans for Hope Valley while Montague and the governor look on in shock.
The crowd is outraged and Lucas urges Hope Valley to vote against the governor, and outside the saloon Montague threatens Lucas and Bill.
Mr. Mitchel tells Lucas it is about time someone stood up to the governor, and Lucas gives an interview to The Buxton Beagle as Elizabeth looks on and sees his purpose is bigger than she imagined.

Analysis
Character Development
Lucas Bouchard
Lucas takes the ball stage and publicly exposes the governor's plans after privately negotiating with him.
Confirmed in the episode: Lucas proposes appealing to the governor and takes Montague aside to ask him to be fair to Hope Valley, which Montague refuses; after the governor sides with Montague he asks Bill and Elizabeth to leave and asks to divert half the water, offering to be the town's point person for a fee; he then exposes the governor's plans from the stage and urges the town to vote against him.
Interpretation: He moves from private deal-making to a public stand, and the episode leaves his private offer and his public exposure sitting side by side as the season's most consequential gamble.
Elizabeth Thornton
Elizabeth's wedding preparations collide with the water crisis, and she admits her fear of losing Nathan too.
Confirmed in the episode: Elizabeth journals that losing Jack was painful and the thought of losing someone like Nathan in the line of duty scares her; she opens the dress box and finds the wrong dress and grows somber; she tries the dress on and does not like it; she watches Lucas's stand and sees his purpose is bigger than she imagined.
Interpretation: The wedding she is planning keeps being overshadowed by the town's survival, and her journal entry puts a name to the fear she has been carrying since the standoff.
Bill Avery
Bill discovers the sale was never recorded and gets the deed back from Madeline.
Confirmed in the episode: Bill tells Elizabeth the land office has no record of the land he sold Madeline and she places Madeline in Buxton; Bill goes to the Buxton Hotel and finds Jamie; Madeline gives him the deed and tearfully says she does not want to hurt him and he says he can take care of Montague; he then warns Montague that he is trespassing.
Interpretation: He gets the legal ground back under the town while refusing to let Madeline's confession cost her his protection, which is the clearest sign of where his loyalty sits.
Madeline St. John
Madeline returns the deed and warns Bill that Montague and the governor are partners.
Confirmed in the episode: Bill finds her at the Buxton Hotel after Jamie says he misses Hope Valley; she gives Bill the deed even though she said it was all she had left for leverage and tearfully says she does not want to hurt him; she tells him Montague and the governor are in business together and should not be underestimated.
Interpretation: She gives up the only thing protecting her in order to stop the scheme, which converts her from the season's suspect into its whistleblower.
Lee Coulter
Lee confesses that he has been taking Montague's money while Montague plotted to steal the water.
Confirmed in the episode: Lee joins Lucas and Nathan to meet the governor for the tour and later tells Rosemary he has been taking Montague's money for months while Montague plotted to steal the water; Rosemary tells him he did not know and is doing his best now.
Interpretation: His guilt is the season's quietest casualty of the scheme, and the episode treats his confession as a marriage test rather than a scandal.
Nathan Grant
Nathan is awarded the Governor's Medal of Honor for the Rock Creek standoff.
Confirmed in the episode: Nathan says he will be security for the governor and is to receive a medal at the ball for the standoff; he tells Elizabeth and Rosemary the plan is working and the governor will help cancel the bad water contracts; Elizabeth gives him public speaking advice before the governor presents him with the Governor's Medal of Honor.
Interpretation: The medal he receives from the governor who then sides with Montague gives the episode its sharpest irony.
Mike Hickam
Mike loses his chance with Mei by hesitating and then asks her to dance.
Confirmed in the episode: Lucas encourages a nervous Mike to ask Mei out and Mike hides when she arrives in a new hairdo; Harry asks Mei to the ball and she says yes; Mike spots her with Harry at the ball and looks away and Fiona pushes him to ask Mei to dance, which she accepts.
Interpretation: His hesitation costs him the invitation but not the evening, and the episode rewards him only after someone else forces the issue.

This section discusses the ending of "All Dressed Up" in detail. Stop here if you haven't watched the episode.
The episode resolves the dress crisis, the medal ceremony, and the public confrontation. Rosemary reworks the wrong wedding dress, Nathan receives the Governor's Medal of Honor, Mike finally asks Mei to dance, and Lucas takes the ball stage to expose the governor's destructive plans for Hope Valley, urging the town to vote against him while Montague and the governor look on in shock.
Whether Lucas's private offer to be the town's point person for a fee was a genuine proposal or a setup that he always intended to expose is not confirmed within the episode, since the recap records both the handshake on their deal and the public reveal without explaining his intent. Whether the exposure actually stops the aqueduct project is unresolved within the episode, and Montague's threat to Lucas and Bill outside the saloon is left hanging. Lee's admission that he took Montague's money has not been dealt with beyond Rosemary's reassurance, Madeline's fate after surrendering her only leverage is not settled, and Elizabeth's wedding remains unresolved within the episode after she tries on the dress and does not like it.
