Donna

Donna runs Colony House, the hilltop settlement that takes in the people the town cannot house. She is portrayed by Elizabeth Saunders and is described as a pragmatic leader with little patience for sentiment.

Her authority is established immediately: the Matthews family is split between the town and Colony House, and it is under Donna's watch that Julie learns how communal life there works. She does not rule by warmth. She negotiates access rather than granting it — Jim and Jade get her consent to build the radio tower on Colony House only after they ask — and she expects the arrangement she runs to hold together whether or not everyone agrees with her decision.

When Boyd Stevens disappears into the forest she runs the place and then the town alongside Kenny, manages the bus passengers who arrive with no idea where they have landed, and quiets the panic and hoarding that follow. She is also the anchor the other residents read rather than someone they confide in, which makes the Episode 9 tragedy — when her tough exterior strips away — the moment Colony House learns she is absorbing the same fear everyone else is. Her partnership with Boyd works at close quarters and does not always agree.

Donna runs Colony House, the town's shared house of survivors, with the flat pragmatism of someone who has already watched the idealistic approach get people killed.

Where the sheriff enforces, Donna administers: rations, rotations, newcomers and the endless negotiation of who gets to belong. Her alliance with Boyd is the uneasy partnership that keeps the township functioning.
