Character Biography
Biography
Ser Otto Hightower serves as Hand of the King to Viserys and is the father of Queen Alicent. He is portrayed by Rhys Ifans and is one of the architects of the Greens' claim.
He plays the long game in open view. He pressures Viserys to remarry and secure a male heir, and when his influence is understood for what it is, Rhaenyra makes his dismissal the price of her own marriage. He loses the office, not the argument: when Viserys dies he gathers the great houses of Westeros to affirm their allegiance as the Greens name Aegon II king, consolidating the political support the new claim needs.
His problem in Season 2 is that he built something for a king who does not want it. He leads Aegon's Small Council toward a measured response while Alicent worries it is pushing toward all-out war, and Larys Clubfoot tells Aegon plainly that he needs a new Hand. Otto answers the only way he knows — by shifting to a public campaign, using the smallfolk of King's Landing to turn opinion against Rhaenyra.
Character Overview
About Ser Otto Hightower
Ser Otto Hightower is Hand of the King to Viserys I - dismissed and reinstated across two tenures - and the patient architect of the Green cause. Where Daemon rules by fire, Otto rules by ledger: marriages, appointments, heirlooms and time, all bent toward one quiet goal, seating his grandson on the Iron Throne and his house behind it.
His arc is the price of planning. Every step is rational - marry the king to his daughter, place his blood in the succession, cultivate the council - and every step widens the fault line that will crack the realm. He mistakes a court he can manage for a family he has managed, and mishears his daughter's faith as agreement with his designs.
He is the show's study in soft power and its limits: a man who wins every argument in the Red Keep and loses the war that his winning makes inevitable.
- Master court politician
- Strategic patience
- Dynastic ambition
- Institutional loyalty to his own house
- Underestimates dragons and temper

Key Relationships
Otto's ambition is written entirely through Alicent - the daughter he raised as an instrument and the grandson he crowns as a legacy. His feud with Daemon Targaryen is the oldest running hatred in the court, two philosophies of power in permanent opposition. His Green coalition runs through Criston Cole's sword and Larys Strong's whisper network, and his ultimate adversary is the succession itself: Rhaenyra, the named heir his machinery exists to displace.
