Roy

Roy enters Elsbeth's orbit through Teddy, and at first on the wrong foot of the family's privacy instincts: Teddy had been keeping Roy away from his mother. He makes his mark in "Foiled Again" in the most practical way possible - Roy, whom Teddy had been keeping away from his mother, gives Elsbeth the idea of telling Mandy that Veritas the cat could be alive on a nice farm or in a good shelter. The suggestion matters because of what Mandy's father did: he killed Ethan and lied to his daughter about Veritas being dead when the cat was actually at a no-kill shelter - and when Veritas is involved Mandy is extremely motivated, so the cat becomes the lever that finally turns her against her father. Teddy then comes to the precinct to apologize, parking Roy nearby while he clears the air with Elsbeth.

The season then complicates the picture from the other side: in "Scenes From an Italian Restaurant" Teddy is increasingly unsettled by Elsbeth and Roy's easy rapport and similarities - the discomfort is with a partner who resembles his mother rather than with anything Roy has done - and with neither of them wanting a long-distance relationship, the question of ending it is left open. The show holds the question through Teddy's repeated advice-seeking in "Hot Tub Crime Machine" and into Season 3, where Roy is at the dinner table when the season's central romance hits its first real crack: Winnie Crawford's attack ads are hitting Alec Bloom's campaign, and Alec gushes about loving E.T. the Extra-Terrestrial as a kid, though he had previously claimed his family was too poor to own a VCR and he had never seen it - Elsbeth advising Teddy to trust his intuition.

By the finale the relationship survives everything the season could raise against it. After Wagner - fresh off reminiscing about his own romantic proposal to Claudia at the Hotel Reilly - convinces Teddy to go big rather than hide the ring in a frozen pizza, Teddy books a private event at the hotel cafe and sings Frank Sinatra's "That's All" to Roy, proposing with Ellie Montclair immortalizing the moment by painting the couple on the wall. Roy's arc across two seasons runs from kept-away boyfriend to the man on the receiving end of the show's grandest gesture - and to the family Elsbeth built in New York, seated at its table.

Roy, played by Hayward Leach, is Teddy Tascioni's boyfriend and, by the Season 3 finale, his fiance. Introduced in Season 2, he is first kept away from Elsbeth by Teddy, then wins the family over in the most practical way - handing Elsbeth the idea that breaks a murder case - before his easy rapport with Elsbeth becomes the thing that unsettles Teddy. He appears across Seasons 2 and 3, first appearing in "Foiled Again" (S2E12).

Teddy Tascioni is his partner: the boyfriend who initially keeps Roy from his mother, grows unsettled by how easily Elsbeth and Roy get on, and finally proposes by singing "That's All" at a private hotel-cafe event.

Elsbeth Tascioni is his soon-to-be mother-in-law and unexpected collaborator: Roy's suggestion about Veritas gives her the lever on Mandy, and their easy rapport is the very thing that spooks Teddy. Captain Wagner is the romance advocate whose proposal advice sets up the finale's gesture.
